Changes to employment certificates from 2025

How new rules for counting periods may affect length of service.

What has changed

The Act of 20 March 2025 expanded the periods counted towards length of service. Subject to its conditions, these include work under service contracts, self-employment and cooperation in that business.

From when

The provisions took effect on 1 January 2026 for public-finance-sector employers and will take effect on 1 May 2026 for other employers.

Who is affected

The change matters for people who can document the relevant periods and for employers determining benefits that depend on length of service. The Act specifies how periods are documented, including the role of Social Insurance Institution certificates.

What to prepare

An employer can review HR procedures and the way service data are updated. A person concerned can check available documents, without assuming that every kind of activity satisfies the statutory conditions.
